BRICS Industry Ministers Sign Jaipur Declaration — The Anti-Western Industrial Order Takes Shape

Something significant happened in Jaipur on Thursday, and the daily news cycle largely shrugged. The 10th BRICS Industry Ministers' Meeting — held under India's chairship and the banner of "Building for Resilience, Innovation, Cooperation and Sustainability" — concluded with a joint declaration committing member nations to deepened industrial collaboration, technology sharing, and innovation-driven economic growth. Read that slowly. This is a bloc that now includes Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, the UAE, and Saudi Arabia formally aligning their industrial policy priorities outside the architecture of the G7, the WTO's informal power corridors, and the World Bank's preferred development models.
The declaration, adopted at the close of ministerial deliberations, centers on several concrete pillars: strengthening industrial supply chain resilience, promoting small and medium enterprise linkages across member economies, accelerating the adoption of green and digital industrial technologies, and fostering joint research and innovation ecosystems. These aren't vague aspirations — they represent policy signals that ministries of industry in ten countries are now expected to operationalize. When a bloc with this much combined manufacturing base and natural resource wealth starts coordinating on industrial standards and technology transfer, the downstream effects on global supply chains are real.
India's chairship of this cycle has been deliberate and methodical. Jaipur for industry, Bhopal for culture, Bhubaneswar for other ministerial tracks — New Delhi has been using the BRICS rotating chair to cement its position as the convening power within an increasingly influential bloc, projecting soft leadership to a Global South audience while simultaneously maintaining its Western partnerships. It is a balancing act that would be impossible for most countries. India is pulling it off, for now.
What the joint declaration pointedly does not do is defer to any external multilateral framework for validation. There is no mention of aligning with OECD industrial policy guidelines, no nod toward IMF structural benchmarks, no framing of innovation goals through World Intellectual Property Organization priorities. The BRICS industrial framework is being built from the inside out — member nations setting their own benchmarks, their own cooperation mechanisms, and increasingly, their own financing instruments. That self-referential architecture is the whole point.
China's role here deserves plain acknowledgment rather than diplomatic soft-focus. Beijing is the largest industrial economy in the bloc by a considerable distance, and its Belt and Road-linked manufacturing investments already run through several member states. When BRICS nations talk about "industrial cooperation" and "supply chain resilience," China is both the most capable partner and the most structurally dominant one in the room. The declaration's language around "balanced and equitable" industrial development can be read as smaller members quietly flagging that tension without wanting to name it publicly.
The innovation dimension of the declaration carries its own weight. Several BRICS members — India, China, Brazil, and Russia — have substantial domestic technology sectors that are actively seeking alternatives to U.S.- and European-controlled platforms, semiconductors, and software ecosystems. A formal ministerial commitment to promoting "innovation-driven growth" within the bloc creates a policy umbrella for state-backed technology cooperation that, over time, could accelerate the development of parallel technology stacks. Whether that produces genuine innovation or mostly import-substitution dressed in declaration language remains an open and honest question.
What is not in question is the trajectory. Each successive BRICS ministerial meeting — whether on industry, culture, energy, or education — adds another layer of institutional tissue to a body that critics once dismissed as a Goldman Sachs acronym with no real organizational spine. The Jaipur declaration joins the Bhopal Declaration on culture and a growing stack of sectoral agreements that are quietly converting a loose grouping into something with genuine bureaucratic momentum. Institutions become real when they start producing paperwork that governments have to respond to.
For the Global South nations watching from outside the bloc — many of which have applied for membership or observer status — the Jaipur meeting sends a clear signal: there is now a credible, expanding alternative table at which industrial policy can be discussed without Washington or Brussels setting the agenda. Whether that table produces real development outcomes for ordinary people in member states, or primarily serves the strategic interests of the bloc's larger powers, is the question that the declarations cannot answer — and that nobody at the podium in Jaipur was asked.
